Dulles Toll Cameras and EZpass fine

I passed Reston Toll Booth by putting $0.75 into the collector. The light was red when I moved my car for a couple of yards. I waited it turned into Green to speed up. I did the same thing the second day.

Two months' later, I got a letter from VDOT saying that I violated the toll by not paying the passing fee $0.75. They added $13.00 on each violation. I own them total $26.00 plus two $0.75. I got irrated and sent back the letter to them that I paid the $0.75 at the first hand. They sent me a second letter to threat me to go to court. I responded them by saying it is better go to court.

Is there any justice there? I checked online to read the article "Dulles Toll Cameras Questioned" http://blog.washingtonpost.com/getthere/2007/05/dulles_toll_cameras_ques.... I quite agree with the author. The camera system should be questioned. I really believe that it would not only be me who got the letter from VDOT. There must be more people involved. I don't know if Department of Transportation has any knowledge on it. How did they resolve so many complaints from the general public?

I mean what I said. The tollbooth camera system or computer system was malfunctioned.
